Recent Polestar exit from US was due to The Connected Vehicle Rule. Which was passed by the Biden admin. It finally kicked in for 2027 model year.
100% tariff on Chinese EVs was also passed by the Biden admin. They also raised tariffs on solar cells and semi-conductors to 50%. Lithium batteries and battery parts also got raised to 25%.
So it isn't just Chinese vehicles, it was a whole host of Chinese tech they trying to keep out of US markets.
