Car: 2013 F21 1 series

I’ve had this issue since November cars been blowing out cold air from driver side and warm from passenger side thought it was one of the actuators first it’s none of the actuators

I’ve had Water pump thermostat coolant bottle water pump pulley electric water pump and the water pump tensioner replaced on the car its still blowing out cold air from driver side

When the cars on the motorway it blows out warm air as soon as I’m back driving on local roads it goes back to blowing cold air

The pipe that’s connected to the radiator from the driver side it keeps going cold it’ll warm if up if I put my foot down on accelerator and the driver side heaters blow out warm air as soon as I stop pipe starts going cold heaters blow out cold air
I have no idea what the issue could be I’ve replaced a lot in the car

Any ideas?
