So this year you can be male, next year female. You can even choose to be non-binary so can be male or female. You can even be Rocket the Raccoon if you choose!!!

No, thats true. Here in Germany its sometimes tradition to hang out blue or pink ballons or colored clothing at the fences, balconies or into the windows, when a boy (blue) or a girl (pink) was born into the family.
Later, when the new family member is introduced to friends and family, thats the time when babys gender and almost the name got announced. That happens less into the big cities, but countrywise its an old habit.
But this has nothing to do with changing the personal gender at every year.
