Oscar has already driven Lando off the track in the first lap in the past, nothing new here.

the commentators suggested that Oscar was unhappy probably because the Papaya insurance would have stated that there should be no contact between them, and Lando lost control and hit Oscar, so according to Papaya insurance Lando gives position back. that's why he's so salty & sulky.

but this insurance business is too difficult to cover all scenarios.

my take is if the FIA says it's legal then it's legal. if not somebody gets a 10s time penalty.
