118D Turbocharger expert needed

Hi all,

My car has been running smooth for a year since I've got it as second hand. It has been running 188k km and suddenly the turbo started making a whistle sound, so I've got it out of the car ans aent it to be rebuild with a new charger inside.
But the company who did it, haven't done it right, because the turbo doesn't work properly and today I reopened it and saw that the geometry and charger was filled with soot. The turbocharger was also leaking smooke in the trunk. So my question is, are there any turbo expects in this forum? If yes, then please tell me, should there be both a metal gasket just under the geometry and a rubber gasket/ring on the charger for the intake side?

Besides that, when I put the car on ista and make a charger pressure test with the actuator, then the level arm operates perfect, but the actual position doesn't always show the same numbers and the arm position says. Is that normal?

Its important to say that, the turbo did work perfect before I took it off the car. I only did it because it started whistle and after disassemble, I've saw that the chra inside had been damaged.
