Exhaust from hole for oil filling

Hello all,
I opened the lid where you fill the engine with oil while the engine was running, and noticed that exhaust was coming up from the hole. Have noticed that the engine has started to use oil.

That's not good, is it?

Which engine, how old, how many Kms?
How much oil per 100km?

Is there a sign of oil coming out of the dipstick tube?

116 i 2013 100 000 km

No oil from the dipstick tube, where there was also a vacuum. There was also a strong vacuum from the hole where you fill engine oil.
