Wittich has no problem abiding to Ben Sulayems wishes . Masi might have been less of a pawn, who knows .

This is of course the first year in a long long time that both the FIA director and the F1 race director are both persons that don't have roots in F1 (Ben Sulayem is a rally man, Wittich a DTM man).
Maybe previous directors (Todt, Mosley, Masi, Whiting, Ecclestone) were more aware that F1 drivers can be real snowflakes and walked that line differently. (note: it's not a new rule, it's just enforcing it more stricktly)

Drivers wear some personal items for commercial reasons (sponsored items) and some for strictly personal reasons (wedding, family, religion, superstition, etc.). Most want to have those items on board with them.
