I'm not sure that flashing high beams is really protected speech, but notifying others of the presence of law enforcement certainly is not illegal.

I don't really care either way, because I hate traffic cites unless you are truly endangering others (reckless, dui, etc).

Oooooo you have a fur missile?!? How is it!? I think I would get so attached that I would take it really hard if anything ever happened to him/her.......harder even than I would if I lost a human partner.

But then, somehow, Virginia won't let you use radar detectors.
Using your horn has rules, just like using your brights. By law, I can cite you for using your horn for anything other than emergency purposes (...27001 CVC). Obviously it's something that an officer rarely does, BUT......they can. I have used it before as reason to stop a car whose driver I wanted to check out. I've also used 22517 CVC (...vehicle door impeding the roadway) to check out a gangster parked in front of a gangster pad. The law states that you can only have the driver/passenger side door(s) open long enough to ingress/egress the vehicle if that open door impedes the roadway for other vehicles. Knowing the vehicle code provides a myriad of reasons to conduct investigatory stops.

I would think a little "tap tap" of horn or lights would be hard to convict in court. The danger is negligible for sure. The driver could plead he was warning others of a slowdown ahead.

Yard sales fall under code enforcement most of the time (...just like overgrown weeds in your front yard or inoperable vehicles in your driveway), and that varies city to city, county to county. Patrol officers don't deal with that stuff. If you receive a visit or citation from a Code Enforcement officer, it's because your neighbors are complaining to the city/county.

I wasn’t sure where to put this but your post is a perfect segue. Did anyone watch 102 minutes that changed America? It was on the history channel yesterday. It detailed Sept 11 from when the first plane hit. They interviewed people that got out of the towers. With blow by blow accounts. Then there was video footage of people on the street as it was unfolding including first responders Chilling! My intention is not to make this political. So many gave their lives running in when everyone was running out. I can’t believe it will be 20 years soon. How far we have come from LEO being heroes. It’s sad. We need heroes.

Yea good buddy of mine is a Sheriff and we had a laugh about a few cases. Bigger issue is with WHAT you are selling, old things with bad paint, dangerous kid toys etc.
