Are you certain? I though the same at first glance. Try having another look at the central hole in the bumper, both sides have ducting to the brake cooling channels on my 120d M-Sport. Highlighted in yellow in the attached picture of my bumper,

The two outer "holes" where the fog lights sit are blanks. The passenger side one has a loose plate that I presume is removed if the car has a transmission oil-cooler or some other extra equipment.

On my 118i LCI M-Sport, there is no opening in the front, which I had on the 116i M-Sport pre LCI. It is easier to see the difference from behind, in the wheel well.

Seems strange. Maybe they are deleted when you have the M brakes? They don't need the extra cooling?

I have seen some older BMWs with covers on the brake ducts, but on mine there does not even seem to be ducts. But as you say, I don't really need them. With 136 horsepower, I simply can't overheat the M-Sport brakes...
