Drivers wear some personal items for commercial reasons (sponsored items) and some for strictly personal reasons (wedding, family, religion, superstition, etc.). Most want to have those items on board with them.
If FIA is determined to keep the 'no jewelry' rule, IMHO it could resolve the matter with this compromise:
- except for dedicated racing gear and necessary items (for example glasses or contact lenses), drivers wear no personal items whenever inside the car for an FIA event;
- drivers are allowed to wear personal items at all times when outside the car;
- subject to approval by FIA (for safety reasons) teams are allowed installing a dedicated small 'locker' under the race seat, only for storage of personal items.
That way, drivers have the possibility to have their personal items with them on board without the risk of those items becoming a hazard for them in the event of an accident (drivers assume the risk of loss).
