What he means is, because the M2 will be on hiatus, the M3/M4 will temporarily be the entry level BMW M models.

The M3, like every (strictly, nearly every) other BMW gets a single LCI. For M models, this comes in conjunction with their non M sibling(s). In this case that’s the 3 Series. Where the M3 is special is that it forgoes a front end derived from it’s lesser sibling and instead inherits the one from the M4. As a result, it’s face only changes when the M4’s does, which in turn occurs with the 4 Series LCI. So while it looks like two LCIs if you always associate exterior changes with an LCI, in reality BMW does not count it as a second LCI for the M3.
