I'm not sure but from my experience of top-speed runs it feels like it's limited at 230km/h. But limited or not, at that speed there is not many more km/h's to be found.
The acceleration from say 220kmh to 230kmh is so slow that once it stops at 230 it's hard to tell if it's due to limit/capped or just out of power/gear ratio. If I recall correctly it's really up at the end of the favourable rev-spectrum aswell.
