For the US BMW is seen as Sporty luxury - It is more select with it's products then you go to Germany and it is far more broad in product choice.
Then you have specific segments - The common hatch is not popular in the US as is the Station wagon - Sports cars in the BMW sense such as the M3 GTS was not considered because of federalisation costs and that M3 owners of the greater majority will not pay such a high price for an M3 without luxuries.
But in terms of federalisation. BMW will not commit to series production in a segment that has evaporated or is non-existant.
