Have a look at the rear axle, the drivers side. There you'll find the level sensor for the headlights. The mount has probably snapped off and the sensor is loose and not connected to the arms connected to the body and the rear suspension arm. The sensor will make the headlights go to lowest position as default.

It's a very flimsy design and it'll involve some drilling or welding to get it back in position.
