I suggest disconnecting the linkage from the wastegate lever pivot.
Make sure the wastagte is fully closed and then see if the linkage can be refitted without moving the rod.
If not, then the wastagate has not been fully closed and you need to slacken the lock nut and adjust the rod end so it drops onto the lever pivot easily.
