Anything that uses power within the car can impact the fuel consumption so some degree which is why EP mode reduces power to heating, A/C etc and yes the steering assistance level.

I think Eco Pro would be better termed "Minimum Emissions" rather than suggesting maximum economy as by driving carefully you can get similar mpg gains.
