Cottonelle wet wipes are your friend. TP first to remove the majority, then go in with the wetness. Once you're good and clean, then go back in with some tp and dry it up. Important - blot dry. If you try to wipe dry paper around on a not so smooth surface, with hair (if applicable) you'll end up with tp hitchhikers.
Public restrooms require forethought. Paper towel first, wet half - only half. Incorporate this as your wet wipe, use the dry half to dry up.

Lol, that's a good strategy, but still nothing like a shower to remove every scintilla of being in a restroom.
