It's not so much that the track conditions did not warrant a red flag, it has more to do with the decision that was ultimately made. Any decision could have been made under the "did not want the race to end under a safety car/let's give the fans a race" but a decision was made that greatly benefited one driver over the other. If Masi felt like the decision he made was for the betterment of the sport, he could have easily made a judgement call to red flag the race under his discretion - there's no real hard criteria to when a red flag can come out other than there being an accident which there was.

Don't really care about the result, but how much more awesome would it have been if it was a race between HAM and VER with all things equal? Once Masi made the call, everyone and their pet knew VER was going to win and the "race" wasn't really a "race" unless you wanted a VER win. The only way HAM was going to win is if VER spun out or caused an unrecoverable error but outside of that, the race was VER to take/win and there was nothing HAM could do.
