If it leakes inside the car after going to the car wash/rain its most likely the vapor barrier,another cause may be clogged drainage holes in the engine bay but then your entire carpet would be wet....
Can you take a picture of the area where the water is coming from (i dont understand what you mean by shoulder level)
A dealer that knows his cars well should be able to take care of the problem straight away but its best to find out the exact cause(picture please) and simply tell him to replace this and that
