problem appeared to be well known turbo o-ring, v-belt (or alternator belt whatever you call it) issues on N13 engines. replacing both solved the issue.
If you ever face with low coolant indicator or full engine power not available warning messages on an N13 car, it is probably related to that.

the differences between 118i @170 hp and other variants of that engine are
-Heat exchanger (balances oil temp)
-Exhaust diameter (2.5" on 170-177hp versions , 2.0" on rest)
-ECU map
