Most police helicopters have lower top speed than that because of the external camera.
But think about it, even if you can do 200 you're only pulling away at a mile a minute and he can see you the whole time. You need several minutes at this speed for the helicopter to actually lose sight of you if he has altitude and the weather is clear. Nothing the helicopter has can see through clouds.
The only place you can do 200 for several minutes is a long straight highway. As in, exactly the kind of place they can easily call in people ahead of you to throw spike strips.
Other than only running from the cops in terrible weather, the only practical way to lose a police helicopter reliably are countermeasures that will make your evasion sentence look like a vacation.
