Thats why it takes years for aftermarket-headlights in germany. They have to pass the same tests and meat the same criteria as any factory-headlights. This is making the production expensive and makes them only do it, when they know/think there is a big enough market for it. In return with these legal aftermarket parts you will never have any insurance/legal-issues.
