After logging in, I can browse for my attachment however when i try to insert it into the body of a message by clicking on the little '+' icon, VBulletin page opens again asking for credential. This is probably a browser issue. Try disabling extensions and see if that fixes it.
I had no issue with attachments on Chrome 74.0.3729.169 on Mac.
