Just the fact that the car can do 260 is a sign of a considerably power boost. My stock 116i can not do more than 209 (GPS), but it can do it in fourth, fifth and sixth gear.
Since the power increase needed to increase the top speed is roughly proportional to the change of top speed to the third power. A 10 percent increase in top speed requires 33 percent more power.
