Hope I am not wrong, but just cause Red Bull and Mercedes are chunky does not mean you move the goal post. I believe I saw somewhere Alfa was the lightest. Maybe just rumor

I think it's a type of performance balancing. Teams probably have to show the FIA that there needs to be X amount of minimum mass accounted for the rear wing to pass FIA tests, Y amount for the diffuser, Z amount for the floor, etc... I don't know exactly how the minimums are procured exactly but I'd assume that's more or less it.
