To me it looks just sensible: DRLs are pretty bright so dimming them should make the turn signal more perceptible.
I've never seen it from the outside though, only noticed reflected on the car's in front back end.
If those people wish to convey their dislike I'd tell them it's their mind that is broken, otherwise just "no, it's not".
