Bad belt tensioner?

Is it normal that the tensioner wheel is shaking when idling? It also comes with some whining noise when I rev the engine above 1500rpm, when I release the throttle, the car swings slightly

Is my tensioner or pulley going bad?

It has to move to do the job, normal.
