What is that spongy steering wheel called?

What is that spongy - for lack of a better word - steering wheel called? I drove a loaner 328i M sport and I was instantly addicted to that soft, spongy texture.

Are there aftermarket rolls of it like bike tape? Or, how much is a replacement steering wheel with said features?

funny, when i read it i was like maybe you need to replace A-Arm bushings if it feels spongy. haha.
