Hand Brake/Emergency brake

Is it necessary to change the hand brake along with the discs and pads? I've been told two things....will have to go off-label, unfortunately. BMW wants 1300 euro to do brakes....

The rear discs are part of the hand brake, but a set of hand brake shoes will usually last several sets of discs, unless you use the hand brake to slow down the car regularly. Sometimes you have to back the shoes away from the disc to get the disc off, if there is some wear.
