I have looked at this post several times, and I still don't get it... Looks like a crappy photoshop to me and not even remotely funny, IMO. Maybe a caption would help?

The guy has been p-shoped into the picture. From my memory, there were some pictures floating around after hurricane Katrina. The guy in the picture was a looter, stealing a few packs of soda. He was up to his waist in brown water. I guess someone thought it was funny (the guy does look a bit odd) and started photoshoping him into everything.
