Depending on the speed, shape and material of object that hits the car it could happen that small amount of paint is damaged. (usually small white spots of visible primer or ecoat)
But the stuff on your pictures - it looks more like bad adhesion between basecoat and topcoat which could happen when application parameters are not fullfiled.
Go to dealer, claim it, tell them to send pictures to bmw and repair of whole hood free of charge.
