Stationary heating means there's an extra heater in the car, running on petrol, that can heat the car when the engine's not running. In cold countries it preheats the car in the mornings before you get in.
This ventilation in the F20 is just using the fans to circulate fresh air through the car - it can cool the car somewhat, but it's not like having the heating (or the A/C) running while the engine is running.
