That is my experience as well. Unbalanced front wheels will cause some steering wheel shake, while rear wheel unbalance can be felt through the seat.

It is also possible to get some shake even if the balancing machine says zero grams, if the is some ovality. You can usually see it visually when the wheel is rotating.

It is also possible to have a perfectly balanced wheel mounted out of center, particularly if the center bore is too large.
