No, the figures from Hartge are peak values, so they will be lower at higher RPM. Without graphs from ACS, it is not possible to tell if they can outdo Hartge at lower RPM as well, but I would guess that they do.
But I am curious, why is low RPM performance important to you? Do you consider 3000 RPM too high, and if so, why?
