I'm officially an idiot. The reason I couldn't get things to work is because the office functionality is disabled by default, and I had completely missed the menu where you turn it on.

No new check boxes show up for the individual phones. It's only the global "Office" check box.

No. The extra office menu entries will only show up when there is an
active connection to a phone with this feature. We had the office menu open and lost the connection to the phone, at which point the "Messages" entry promptly disappeared.
