Personally, I do not think there would be a great difference just on drag coefficients. Weight would have a greater effect (kw per ton)
There is more drag at low temperatures, but the drag coefficient stays the same. And it is significantly lower for the 3-series. The F20 has more drag than an E30, mostly due to larger frontal area.

At low speeds, the aero drag does not matter much. As you say, weight is the important factor for stop and go driving. For high speed cruising however, the aero drag is very important, and weight does not matter much.
