Is it a new car you purchased or used?

If used, I wonder if the wheels have been previously refurbished which can have problems..

Another possible cause is if you use a pressure washer to clean the wheels as what can start as a small stone chip can also develop into the issues you mentioned if water (at high pressure) is penetrating the damaged clear coat?
