Long story short: Don't wear a tie unless you have a jacket on. If you're wearing that jacket, no one will be able to tell you have a short-sleeved shirt on.

That was my thinking. Sharp-eyed fashionistas would notice the lack of a cuff, but most folks wouldn't notice.
