If you're wearing a jacket, how is anyone going to know whether it's long or short sleeve?
If you're not wearing a jacket, it's generally ill advised to wear a tie no matter if your shirt is long/short sleeve.
Long story short: Don't wear a tie unless you have a jacket on. If you're wearing that jacket, no one will be able to tell you have a short-sleeved shirt on.
