Was told by dealer that indeed 3 year included in the UK but only on cars with sat nav. However there's something else can register with BMW (members' area of some sort) and the access details for that come as part of the welcome pack which is sent a few weeks after purchase. This includes an USB stick with a link to a registration page. Though when I tried last month it wasn't working and BMW customer service said they were aware of an issue with registration and to try again, which I have yet to do.
