Brake disc rust is absolutely normal, will brush off under normal braking.
What annoys me is the rusting around the brake rotors and callipers, both do not have any discernible effect on the function, but they're not seen as cosmetic parts so BMW doesn't consider it an issue. This is not BMW specific.
