If you want to take full advantage of the available power, you need to make sure that you go high enough to end up at 4400 RPM or more in next gear every time you shift up. But if you just want a brief taste of the maximum performance, going to 4400 is enough.

I am also pretty sure the performance of the car is slightly limited when it is new.
